European Parliament Wants EU-wide Copyright Licenses
The European Parliament said on Wednesday copyright policies should be harmonized at the European level.
The European Parliament recommended on Wednesday the establishment of EU-wide copyright licenses for products such as music, books and films, as the growing number of breaches of intellectual property rights (IPR) on the Internet affects the European economy.
"The enormous growth of unauthorized file sharing of copyrighted works is an increasing problem for the European economy in terms of job opportunities and revenues for the industry as well as for government," the Members of Parliament ( MEPs) said.
The MEPs also called on the European Commission to pursue negotiations for an Anti-Counterfeiting Trade Agreement (ACTA), to combat intellectual property breaches in third countries and to prevent the entry into the European internal market of counterfeit goods from such countries.

BMW Alleges Wenzhou Company Trademark Infringement
Disgruntled with the ruling by the Trademark Review and Adjudication Board (TRAB) under the State Administration for Industry and Commerce (SAIC) over registration of No. 1982802 "宝马先锋" trademark by Wenzhou Baoma Electric Co.,Ltd (Wenzhou Baoma), BMW sought legal remedy for reversal at the Beijing No.1 Intermediate Court. The court heard the case recently.
Wenzhou Baoma applied for No. 1982802 trademarks of "宝马先锋", certified to be used on Class 9, the good of switch and socket. BMW lodged an oppsition to the TRAB on the ground of similarity of its registered trademark. TRAB held that for the trademark in question was used on electric switch and socket, the good class was evidently distinctive from that used on auto car. Even when the BMW trademark had high reputation, the relevant public would not confuse the two. In addtion,"宝马"was a Chinese word and No. 1982802 trademarks of "宝马先锋" would not ingfringe BMW’s right.
As of now, the court has not yet rendered a ruling. We will stay focused on the case.

Regulations on Patent Commissioning Inviting Comments
After 20 years of implementation, the current Regulations on Patent Commissioning are in the process of revision. The Legislative Affairs Office of the State Council is inviting comments for the draft of the Regulations from the public on February 11.
In light of challenges posed to the existing regulations, the draft will adjust the patent agency and title of patent attorney. For patent agency, the general partnership is included in the draft within the current two types of patent agency. It also raises the threshold for partnership and stockholder, improves the procedures for the establishment of agent and its branch, and defines the patent business of law firms. In terms of patent attorney, the title will be changed, the acquiring and cancellation of patent attorney qualification and issuing and alteration of practicing certificate will be adjusted.

Ten-Year Plan of Beijing Zhongguancun Zone Approved in Principle
The State Council agreed in principle approved the Outline of Zhongguancun National Innovation Model Zone Development (2011-2020) recently.

Tian: Invention Applications Expected to Double in 2015
"By the end of the 12th Five Year Plan (2011-2015), invention applications received by SIPO every year are expected to double over the current number, More companies will have their own patents and IPRs."said SIPO Commissioner Tian Lipu, in an interviewe televised by the CCTV Primetime News on February 12. He elaborated the implementation of the National IP Strategy and its important role in accelerating transformation of ways to economic growth.
Duing the 11th Five Year Plan, 54 IPR laws, rules and documents were fomulated and amended; 82 policy measures have been released; SIPO received cumulative 4.3 million patent applications, representing 60% of all applications SIPO ever received. Some 1.46 million ones were inventions and 490,000 ones were granted, up 100% over the total of the previous 20 years.
It is expected that SIPO will receive 750,000 invention applications per year by the end of the 12th Five Year Plan, which is double of that in the end of 11th Five Year Plan.
